3,000 more flats to be built in Bratislava including rental flats

Bratislava, 7 July 2023 – At the June City Council meeting, City Councillors approved an important package of Zoning Plan Amendments that responds to the shortage of housing in the city. This is a pilot package of Zoning Plan Amendments in favour of building rental housing on city-owned land as well as on private land. In both cases, the Zoning Plan already permits construction but, with the adoption of the Amendments in question, it will become possible to expand the residential function of the area at the expense of other functions, such as commercial, administrative, or manufacturing and non-manufacturing services. All sites meet the conditions for a change to the Zoning Plan in the public interest.

As Lenka Antalová Plavuchová, the Deputy Mayor of Bratislava, says: "Bratislava has not revised its Zoning Plan in favour of housing for the last twelve years, so I see these thirteen locational changes as an important step to improving housing affordability. With the adoption of Amendments 08 we have created a premise for the construction of 3,000 new flats of varying types. In this pilot package we have also tested and set the rules for a positive example of cooperation with the private sector for the development of urban housing in the city."

Rental flats will be built in thirteen locations, seven of which are on city land (e.g. Bazová, Šustekova, Bratská, Pastierska), while the rest are privately owned (e.g. Východná, Agátová, Viedenská cesta, Na Vrátkach). From the development projects the city will acquire more than 143 rental flats. In total, there is a potential for the construction of more than 3.000 flats in Bratislava. The adoption of Amendments 08 and the change to the functional code will also increase the proportion of green space in selected locations.

The adoption of Amendments 08 was preceded by a multi-year preparation, which included the development of the Methodology for Changes to the Zoning Plan in the interest of creating conditions for the development of rental housing and increasing the availability of housing and its adoption by the City Council. The city established cooperation with developers and subsequently launched a due call for applications for changes to the Zoning Plan in accordance with this methodology.
